Job Duties: As an Evaluator, you will:

• With assistance and team leader direction, plan and conduct evaluations in accordance with the Inspector General Act, the Council of the Inspectors General on Integrity and Efficiency Quality Standards for Inspection and Evaluation, the Office of Evaluation Policies and Procedures Manual, and other applicable HUD OIG policies and procedures. 
• Review legislation, reports, policies/procedures, previous reviews by other internal or external organizations, congressional testimony and reports, and other background information.  
• Liaise with HUD program officials to understand risks facing the Department’s component organizations, scan the environment to find current events that affect HUD programs, and interpret relevant data. 
• Examine information objectively using analytical techniques and information technology tools to identify issues and draw conclusions. 
• Meet with top HUD management officials, program personnel, and OIG management to present and explain findings, conclusions, recommendations, and methodologies, and to answer other questions. 
• Materially contribute to a written evaluation product that is presented in a convincing, balanced, and organized manner so HUD management can make informed decisions, take appropriate actions, and improve programs. 
• Assist colleagues and supervisors with the production of written evaluation products when required. 

Qualifications: 

• Ability to write clear, concise, and comprehensive reports combining qualitative and quantitative data for internally and externally facing audiences 
• Ability to research and identify relevant background information on programs, such as laws, regulations, testimony, and existing literature
• Experience applying data collection, analytical, and evaluative techniques to identify, consider, and resolve issues or problems 
• Ability to work in a team-oriented environment 
• Excellent organizational and interpersonal skills  
• Strong verbal and written communication skills 
• Attention to detail

We are interested in hiring someone at the general schedule (GS)-7 or GS-9 level. To qualify for the GS-9, you must have either:

• an advanced degree; or
• one year of experience demonstrating the described qualifications as a regular part of your employment and/or research duties at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service.

Salary: $49,157 - $78,167
